Do Royal Mail Surcharges Apply to Franked Mail?
Royal Mail's headline surcharges - the Fuel and Energy Surcharge, the Green Surcharge and the Peak Surcharge - do not apply to ordinary franked mail. They are attached to contract and account services such as Royal Mail Tracked 24, Royal Mail 48 and Special Delivery Guaranteed, and Royal Mail states that they do not apply to non contract business services or to any item within the Universal Service Obligation. Standard franked letters and parcels sit inside that protected group, so the price shown on your franking machine is the price you pay. Franking users are not entirely charge free, though, and the charges that do reach them work in a completely different way.
Why franked mail sits outside the account surcharges
A surcharge is an extra amount added on top of a published product price, usually as a percentage or a few pence per item. Royal Mail applies them to account customers sending on negotiated contract rates, as the mechanism for passing through changing fuel, energy and international costs. Franking is different. When you frank a first or second class letter you are buying a published, fixed price from the Royal Mail price guides. That price already includes everything Royal Mail intends to charge for carrying the item. Royal Mail's own surcharges and correction charges page repeats the same exclusion under each surcharge: it will not apply to non contract business and consumer parcel services, or to any items within the Universal Service Obligation. That predictability is one of the quieter reasons franking still compares so well against stamp prices.

Fuel and Energy Surcharge
This has moved twice in 2026. It rose from 8 per cent to 11 per cent on 5 January 2026, when it was renamed from the Fuel Surcharge, then to 16 per cent on 3 May 2026. Parcelforce Worldwide services moved from 8 per cent to 13 per cent on the same date. It is applied to the product price after discounts and before VAT, and covers Special Delivery Guaranteed, Royal Mail Tracked 24 and 48, Royal Mail 24 and 48 and the associated returns products. None of those are franking machine products in the ordinary sense.
Green Surcharge
The Green Surcharge funds decarbonisation work across the network. It has been 5p per item since 31 March 2025, up from 4p, and covers broadly the same account products plus all Parcelforce Worldwide services. It too is excluded from non contract services and Universal Service items.
Peak Surcharge
Royal Mail applies a seasonal Peak Surcharge while it scales the network up for Christmas. The most recent published window ran from 17 November 2025 to 9 January 2026, at 7p, 12p or 20p per item depending on the product. Again, it does not touch Universal Service or non contract items.
International Surcharge
This rose from 6.5 per cent to 12 per cent on 3 May 2026. It applies to named international business and on account products, and Royal Mail confirms it does not apply to international non contract business and consumer services. If you frank international post at published rates rather than on a negotiated contract, it is not added to your impressions.
The charges franking users do need to watch
Underpaid and incorrectly franked mail
This is the big one. Royal Mail identifies underpaid franked items during sortation and recovers the shortfall along with a per item charge. It does not arrive as an invoice you can query; it is passed to your franking machine manufacturer, taken from your postage account and itemised on your statement. The amounts are small per item but volumes can be large, so this is the charge most likely to quietly erode a mailroom budget. Royal Mail sets out how these work in its correction charge guidance, and some correction charge rates changed on 7 April 2026, so check current figures rather than relying on an old circular.
Almost all underpayment traces back to three causes: the item was weighed wrongly, the format was chosen wrongly, or the machine was running an old tariff. Format is the most common. An item exceeding any single letter limit becomes a large letter, and one exceeding any large letter limit becomes a parcel, so a slightly overstuffed envelope franked as a letter is an underpayment waiting to happen. Picking the right envelope size for the format you intend to pay for removes most of it.
The tariff problem is easily prevented. Mailmark machines download new rates automatically over their network connection, but only if they are switched on and connected when the update is released. Adjustment charges on letter contracts
If your business also sends Business Mail or Advertising Mail on a Royal Mail letter contract, separate domestic letter adjustment charges apply, published in the Adjustment Charges section of the Retail Letters Price Guide. These sit alongside franking rather than replacing it.
Royal Mail no longer writes to tell you rates have changed
One procedural change matters more than any single percentage. Royal Mail has said it plans to advise customers of new surcharge rates via its surcharge web page rather than by personal letter, in line with its general terms and conditions, and asks customers to check that page regularly. The notice period for Fuel and Energy Surcharge changes has also been cut from 30 days to 14 days in response to volatile fuel markets.
For a franking user that is mostly reassurance, because the surcharges changing at short notice are the ones you are excluded from. But anyone running a mixed mailroom, with franked letters going out alongside tracked parcels on an account, should bookmark that page and check it monthly.
Keeping your franked postage predictable
Weigh every item rather than estimating, and measure thickness as well as length and width. Keep the machine connected so tariff updates land on time. Read your postage statement monthly and question any line you do not recognise, because underpayment recoveries appear there rather than in your inbox. Keep the impression clean, since a faded mark can be treated as unpaid, which usually comes down to ink that has dried out or run low. And use proper franking labels for parcels and items that will not feed through the machine.
